Councillor backs petition for school safety zone

A Cardiff councillor has backed a petition calling for a 20mph zone outside a one of the city’s primary schools.

Birchgrove Primary School currently has no safety zone outside its gates, something which has caused concern for parents.

An online petition has 295 signatures so far.

Conservative Councillor for Rhiwbina, Jayne Cowan, says she doesn’t know why there isn’t a safety zone around the school. She says: “I think really there should be a 20mph zone around that school because of how busy the road is and the feeder road into that. You’ve got a junction there as well.”

Councillor Cowan thinks traffic calming measures should be put in place outside the primary school. She says: “I think the council need to put some speed strips down. That’s the first thing I would do. The speed strips are great because they’re there, they’re in situation, they will monitor the number of cars and the speed of cars so it won’t just be over an hour period… you need to look at it over a period of time.”

A spokesperson for the City of Cardiff Council said: “A School Safety Zone, using signs, is in place on the approach to Birchgrove Primary School on both the East and West of Birchgrove Road. The school is built directly on a junction with traffic signals, so it isn’t possible to put traffic calming measures on the junction itself.

“The City Council has carried out speed checks on this road during school hours. The results are clear, the average speed between 8am and 9am is 16 miles an hour and the average speed between 2.30pm and 3.30pm is 21 miles an hour. Given this, we don’t believe it is necessary to implement a 20 mph zone in this area.”
